2016年8月台灣政府通過「新南向政策」,其中包括打穆斯林友善環境,期望能夠吸引更多來自東南亞的穆斯林旅客。目前全台已有超過百家的餐廳及飯店取得清真認證,對於獲得清真認證餐廳及飯店越來越多的情況下,是否能夠真正滿足穆斯林旅客的需求?本研究透過深度訪談穆斯林國際自由行旅客對台灣獲得清真認證之餐廳的期望和需求,以及清真餐廳的經營者來了解該餐廳所提供的產品及服務做比對,找出供需之間的落差為何。受訪者包括19位穆斯林國際旅客及6位清真餐廳經營者。研究結果發現台灣的清真餐飲市場大多提供台式合菜,少數提供異國料理。並調查穆斯林國際旅客對餐廳的資訊、價格、食材新鮮度及數量的意見。研究中也分別從供給方及需求方做清真認證的意義及重要性的探討,多數穆斯林國際旅客認為清真認證非常重要,具信任、安全及舒適感,但也有一位穆斯林國際旅客因為信仰程度的差異認為該認證並不重要。而清真餐廳分為兩個部分做探討,穆斯林餐廳的經營者認為該認證並不重要,因為自身就為穆斯林,一切必定遵循所有伊斯蘭教義,此結論不曾在相關文獻中提及;穆斯林友善餐廳/餐旅則認為該認證相當重要,對於餐廳本身以及接待穆斯林客人都是安全、信任的標章。但雙方皆指出取得清真認證能夠吸引更多穆斯林旅客前往。期望透過本研究能夠瞭解到目前清真餐飲的供需現況,提供給供給面、政府單位及相關協會作為未來相關營運及政策的執行考量。
In August 2016, the government adopted the “New Southward Policy”, which included making Taiwan to become a Muslim friendly environment, and hoped to attract more Muslim tourists from Southeast Asia. At present, more than 100 restaurants and hotels in Taiwan have obtained halal certification. Can we truly meet the needs of Muslim travelers if there are more and more halal certificated restaurants and hotels? This thesis was carried out through in-depth interviews with Muslim international travelers' expectations and needs for halal certificated restaurants in Taiwan, as well as the operators of halal restaurants to understand the products and services provided by the restaurants, and to find out the supply and demand. What is the difference? Respondents included 19 Muslim international travelers and 6 halal restaurant operators. The study found out that most of halal food and beverage markets in Taiwan offer table-style dishes, and a few offer exotic dishes. Muslim international travelers have made suggestions about price, freshness and quantity of the restaurants. In the study, the significance and importance of halal certification for suppliers and demanders were discussed. Most Muslim international travelers believe that halal certification is the most important element with trust, safety and comfort. But there is one Muslim international traveler who believes that the certification is not significant because of differences in beliefs. As for the halal certificated restaurants, they are divided into two parts for discussion. The operators of Muslim restaurants believe that the certification is not a major thing because they are Muslims, and everything must obey Islamic teachings. This conclusion has not been mentioned in the relevant literature. Muslim friendly restaurants/tourism consider this certification very important and a safe trustworthy stamp for the restaurant itself and for Muslim guests. But both of each side has pointed out that obtaining halal certification can attract more Muslim tourists. This study explores the current supply and demand situation of halal catering, not only through the supply side but also through government units and relevant associations. This study is expected to be constructive for future related operations and policies.
